If it was a theme from "The Hour" that made it into the Gari production library, I'm not sure, but it's certainly possible. Quoting @KentBrockman from when I brought it up in the Discord server: Quote That's definitely the signature, I don't know if it's The Hour though because if I remember correctly there were two different styled tracks with this signature from one company and another company used this signature for one of their production tracks. I don't know which one this is, but I know this signature is not unique to one company, there was more than one company that made a version of The Hour.
