Sure, maybe he saw the writing on the wall that he wasn't going to move up, but his background and previous endeavors make this new job seem like a really good fit. Personally, I think Baskerville is overrated, and 2 of the others on that team should transition into the lead role. However, while I don't think they have the right person in the chief's role, WFLD's weather staff is pretty damn good these days...but that's about all they have going for them. AM and Sun 5AM), as there's no mention of Phil dropping the post-6AM Sunday slot he's filled for 21 years.
